AB-262 Buy Clean California Act
ASC Steel Deck has confirmed its products are outside the scope of AB-262 Buy Clean California Act.
ASC Steel Deck is closely monitoring the implementing regulations for AB-262 Buy Clean California Act (AB-262), and, currently, our products fall outside the scope of AB-262.
Signed into law in October 2017, AB-262 is the most recent statute to encourage public dollars for infrastructure projects to be spent in a way that is consistent with the state’s goals to reduce greenhouse gas emissions. The statute specifies that building product manufacturers of eligible materials, which includes structural steel, carbon steel rebar, flat glass, and mineral wool insulation board products, will be asked to submit an Environmental Product Declaration (EPD) as part of the state bid process for new construction and retrofit projects.
According to the State of California Department of General Services, AB-262 follows product category rules (PCRs) in establishing acceptable global warming potential for each product category listed in the bill. The PCR for structural steel references the American Institute of Steel Construction (AISC) ANSI/AISC 303-10, Section 2.1, which was updated in 2016.
Examples of structural steel products within the scope of the statute include merchant bar quality steel (angles, channels, round, square, and flats), wide flange beams and standard I-beams, pilings, hollow structural sections, hot rolled sections, and plates.
What is an EPD?
An Environmental Product Declaration (EPD) is an independently verified and registered document that communicates transparent and comparable information about the life cycle environmental impact of products using pre-determined parameters.
There are two types of EPDs: an industry-wide EPD and a Product-Specific Type III EPD, both of which comply with ISO standard 14025.
